Winters are very harsh for poor families and especially the children. With temperatures unrelentingly low often in the -20's C cold-related deaths are common especially amongst refugees living in tents, on the streets or other sub-standard housing.

Terrific shot. It hit -35 C here today. I don't know how our homeless survive. Government agencies don't seem to have the desire to help. It is mostly left to giving citizens.
